央行、外汇局联手上调银行境外贷款杠杆率，谁最受益？

20px\"\u003e在此背景下，4月15日，中国人民银行、国家外汇管理局联合发布《关于调整银行业金融机构境外贷款业务有关事宜的通知》（以下简称“《通知》”），上调外资法人银行及外国银行境内分行、进出口银行\u003c!--VERTICAL_CARD_BEGIN_0--\u003e境外贷款杠杆率\u003c!--VERTICAL_CARD_END_0--\u003e，设置新境外贷款额度下限，同时简化境内银行间接境外贷款程序。\u003c/p\u003e\u003cp style=\"margin-bottom: 20px\"\u003e\u003cstrong\u003e跨境贷款增额预计7000—8000亿元\u003c/strong\u003e\u003c/p\u003e\u003cp style=\"margin-bottom: 20px\"\u003e《通知》将境内外商独资银行、境内中外合资银行、外国银行境内分行的境外贷款杠杆率由0.5上调至1.5，香港特别行政区、澳门特别行政区和台湾地区的金融机构在内地（大陆）设立的银行机构比照适用。\u003c/p\u003e\u003cp style=\"margin-bottom: 20px\"\u003e《通知》明确，将进出口银行的境外贷款杠杆率由3上调至3.5。如计算的境外贷款余额上限小于100亿元，核定该银行境外贷款余额上限为100亿元。\u003c/p\u003e\u003cp style=\"margin-bottom: 20px\"\u003e此外，《通知》还指出，境内银行通过向境外银行融出资金等方式间接向境外企业发放一年期以上本外币贷款的，可由境外银行依据其所在国家或地区相关法律法规办理。\u003c/p\u003e\u003cp style=\"margin-bottom: 20px\"\u003e\u003c!--AIPOS_0--\u003e对于此次新规带来的额度变化，\u003c!--SECURE_LINK_BEGIN_0--\u003e西部证券\u003c!--SECURE_LINK_END_0--\u003e研报分析指出，新规出台前后境外贷款额度对比来看，测算得杠杆率调整后41家境内外资法人银行（外商独资+合资银行）境外贷款上限累计增额4975亿元，进出口银行境外贷款上限增额1948亿元，叠加外资行境内分行额度扩容，此次境外贷款上限增额预计在7000亿—8000亿元级别。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp 20px\"\u003e分银行类型来看，西部证券研报显示，进出口银行是此次放宽额度最大的银行，预计其境外贷款资产占比进一步提升，外贸金融领域主导地位继续巩固；第二受益梯队为\u003c!--SECURE_LINK_BEGIN_1--\u003e瑞银\u003c!--SECURE_LINK_END_1--\u003e、汇丰、渣打等在华大型外资行，除境外贷款300亿—900亿元额度的放宽，通过简化间接贷款流程，也利好其余全球分支机构的“内联外引”，提振跨境业务收入贡献。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp
